A Rua foi criada no ano de 1991 no mandado do governador e arquiteto Jaime Lerner.
A repaginação da Rua 24 Horas feita em 2011 não alterou o seu projeto arquitetônico original. O cartão postal possui 120 metros de extensão e 12 de largura. A cobertura é formada por 32 arcos na cor branca revestidos em vidro transparente. O projeto é dos arquitetos Abrão Assad, Célia Bim e Simone Soares.
Dois grandes relógios, um em cada fachada, marcam as horas em 24 intervalos, no lugar do tradicional formato de 12 horas. Os relógios são iluminados e comandados por uma central eletrônica a quartzo.
