Ce Palais fut construit en 1983 sous l'initiative du premier Président Guinéen son excellence Amed Sékou TOURE dans le cadre du projet des Etats Unis d'Afrique dont le siège serait peut être la Guinée;détruit par suite d'un bombardement lors du coup d'état militaire de 1996 contre le régime du feu Général Lansana CONTE(2eme Président de la République de Guinée).
